The Castle Pines Homes Association (CPHA) was created in 1981 by the original Declaration of CC&Rs for the community.
The CPHA is a covenant-controlled, gated community operating as a non-stock, non-profit membership corporation; it is also the master property owners’ association for the Village at Castle Pines.
The CPHA is run by five full-time staff and over 100 volunteers on ten committees.
The Village at Castle Pines is a gated community managed and funded through residents’ dues and assessments.
There are 19 sub-associations within the Village, each with its own set of governing documents in addition to the CPHA covenants. Provided services vary within each sub-association and assessments are paid directly to the sub-association.
The Homes Association’s business is controlled by its Articles of Incorporation, By-Laws, Rules and Regulations, and policies. Residents are members of the Association by ownership of property in the Village.
The five-member Board of Directors governs and provides leadership to the Homes Association. Elected by Village residents at the Annual Meeting of the Members, Board members serve 3-year terms.
It strives to accomplish this mission by three principal means: first, by controlling the appearance, condition, and use of the land, buildings, and other improvements within the Village as prescribed by the Amended and Restated Castle Pines Declaration and Agreement Creating Covenants, Conditions, Restrictions, and Easements (“CC&Rs”) and the Community Design Guidelines; second, by providing cultural, recreational, and social programs and facilities that meet the desires of Village residents; and, third, by providing a level of community services – including trash removal, public safety, security, and emergency response – that substantially exceeds that provided by local government.
The Association is run on a day-to-day basis by a paid staff comprising a General Manager, a Director of Emergency Services (who supervises a staff of approximately 40 officers), an Executive Assistant/DRC Administrator, an Accountant, a Compliance Coordinator, a Landscape Technician, an Administrative Assistant, and a Facilities Manager. The General Manager reports to the Board of Directors.
